Lawsuit: Slow ambulance response led to 7-year-old girl’s death

Her cause of death was deemed asthma-related; her parents claim the city failed to provide “adequate and sufficient medical care” for their daughter

STATEN ISLAND, N.Y. — Their 7-year-old daughter would be alive today if a city ambulance had responded quicker to emergency calls for help, a Clifton couple alleges in a $10 million lawsuit.

Joko C. Palmer, died Nov. 27, 2012, in Staten Island University Hospital, Ocean Breeze, according to court papers and Advance reports. Her cause of death was deemed asthma-related.

The two-page Summons With Notice filed by the child’s parents, Denise Marsh and Prince Thompson, alleges her death was due to the “negligence of the City of New York in its treatment” of the little girl “and in its failure to timely and properly respond to the emergency 911 phone call(s).”
