Camden Ambulance District Issues Request for Proposals to Conduct Study on Independent Operation

CAMDENTON, Mo. - The Camden Ambulance District Board of Directors has decided to evaluate the feasibility of developing its own ambulance service operation and not contracting the service out as it has done in the past. Since the inception of the District, it has contracted with St. Johns Regional Health Center for the provision of ambulance service and has a good ongoing relationship with St. Johns. In fairness to the District patrons, however, the Board believes that evaluating a change in the organizational structure of the District is something that should be explored.

We recently extended our contract with St. Johns Regional Health Center to operate the service commencing July 1, 2006 and terminating June 30, 2007.

Background:
The District was created by election in 2003. Since then the District has purchased and owns a base station in Camdenton and a second station in the Climax Springs, Missouri area. There are plans for two more stations in the Mack’s Creek and Montreal, Missouri areas of the district. Current plans call for the completion of these stations in 2007 and 2008. The District currently owns four (4) ambulances which are staffed by the contractor. A copy of our most recent agreement in with St. Johns and historical statistics on our operation are available by request to the District.

Currently, we have one paid office employee. All other staffing requirements are met by the contractor including EMTs, paramedics and medical director. The contractor is responsible for all billing and personnel matters and the District pays a subsidy that is intended to offset the contractor’s operating loss after collections.

We are seeking a proposal from firms to conduct a study to evaluate the feasibility of the District operating its own service and no longer contracting out the operation. To evaluate your proposal we would ask that you submit the following information:

1. Scope of Services - In view of our stated purpose, what services would you provide to us in evaluating our situation.

2. What information you would require from the District during the process of your evaluation.

3. Compensation - How you would propose to charge the District for your work and an estimate of what you believe the cost of your work would be.

4. References - Information concerning your organization, experience as it relates to the work we are requesting and references from past work you have done relating to the type of work we are requesting.

If you are interested we would ask that you provide the requested information no later than November 15, 2006 in order that we may evaluate your proposal, and the proposals of other interested consultants in a timely fashion.
