Grand Jury: EMT ‘negligent but not criminal’ in fatal wreck

The jury ruled there was no criminal negligence when an ambulance on a call and a car collided at a red light, killing an 18-year old girl in 2013

ROGERSVILLE, Tenn. — The Hawkins County Grand Jury ruled last week that the driver of an ambulance involved in a fatal 2013 accident in Church Hill was “negligent but not criminal.”

Attorney General Dan Armstrong said the ruling may impact civil liability, but there will be no criminal charges. Since April least three lawsuits have been filed against the Rogersville based Hawkins County EMS ambulance service, and its employee Amanda L. Carr.

Carr was driving an ambulance at the time of the July 6, 2013 wreck at the intersection of Highway 11-W and Silver Lake Road that took the life of 18-year-old Samantha Hathaway.
