Annex to Homeland Security Establishes U.S. National Planning System

WASHINGTON — President George W. Bush has approved an annex to Homeland Security Presidential Directive-8 (HSPD-8). The annex directs the establishment of a national planning system to ensure consistent and standardized planning within and among all levels of government in the United States. All U.S. federal departments and agencies have an important role in implementing the direction contained in the annex.

“If properly implemented, the annex will significantly strengthen U.S. ability to prevent, protect against, respond to and recover from potential or actual domestic terrorist attacks, major disasters and other incidents,” said Joel Bagnal, Deputy Assistant to the President for Homeland Security.
