VIRGINIA BEACH, Va. — A state agency cleared a local ambulance company of any wrongdoing in connection with a patient being dropped off at a hospital where he didn’t belong.

The video shows two workers from Mid-Atlantic Regional Ambulance guide a visually impaired man into the lobby of Sentara Norfolk General Hospital, where they left him, according to a supervisor’s report.
