Existing and emerging technologies and innovations are poised to revolutionize the delivery of emergency response services by making public-safety access points (PSAPs) and emergency communications centers (ECCs) more efficient, more connected, and more responsive to constituents across the public safety ecosystem. This helps expedite emergency responses and save lives.

Many of the technologies that are foundational to next-generation 9-1-1 (NG 9-1-1) are already here. Internet of Things (IoT) devices communicate directly with each other, from smartwatches to medical devices to alarm systems to smart sensors. Artificial intelligence is used to reduce telecommunicator workload. Machine learning is used to digest and analyze thousands of sensor inputs from the public. Increased location accuracy is expediting response and speeding recovery. Cloud services provide the foundation for the delivery of mission critical information at the proper interval, in the correct format, to the appropriate responder.

However, 9-1-1 workflows and technology aren’t using these technologies (the latest technologies) to meet the needs of today or the future.

Our panel of experts will examine how technological advances can help PSAPs and ECCs redefine the public safety ecosystem, including:

  • What future workflows will look like throughout the public safety ecosystem.
  • The technology requirements needed to bring new workflows to fruition.

Budge Currier, 9-1-1 Branch Director California Office of Emergency Services

Since 2011, Budge has served with the California Office of Emergency Services (Cal OES). In his current role, Budge is responsible for the 9-1-1 Network that supports 438 Public Safety Answering Points with an over 27 million 9-1-1 calls per year. He manages the Emergency Communications Division that provides communications coordination and response statewide and coordinates the deployment of broadband services. He also serves as the California Statewide Interoperability Coordinator (SWIC) and is responsible for the California Emergency Support Function 2 (ESF-2 – Communications) supporting public safety and emergency communications response efforts. Budge provides the strategic vision to integrate new technologies by developing the roadmap, ensuring sustainable funding model, aligning with statutes and regulations, completing the procurement process, and providing a governance structure to implement and manage the solution.

Budge has over 30 years of communication’s experience and holds a Bachelor of Science degree in Computer Science from University of Michigan and a master’s degree in Electrical Engineering from the Naval Postgraduate School in Monterey, CA. Budge is a member of NENA, APCO, NCSWIC, and NASNA.

Ashish Kakkad (Yosh), Chief Technology Officer, San Diego County Sheriff’s Office

Ashish “Yosh” Kakkad is the Chief Information Officer for the Department. Ashish joined the Department in 2002. He was appointed as the CTO for the Department by Sheriff Bill Gore in 2013.

In his capacity as the CIT, he is responsible for managing the Department’s technology budget, and contracts as well as ensuring the technology roadmap aligns with the Department’s strategic goals. Ashish also oversees the Department’s Wireless Services, which is responsible for providing mission-critical voice communication to 116+ local, state, and federal agencies in San Diego and Imperial counties and over 20,000 active radios on the System.

Monica Million, Business Development Manager 9-1-1 West, Justice and Public Safety, Amazon Web Services (AWS)

Monica Million

Monica Million has been in the 9-1-1 industry for 21 years. She began her career as a 9-1-1 Telecommunicator, worked her way into the Communications Training Officer, Supervisor and ultimately the Operations Manager of the Grand Junction Regional Communication Center. She worked as the Executive Director of the Colorado 9-1-1 Resource Center at the state level. She holds the Emergency Number Professional Certification and has a BA from California State University, Long Beach. She is a past president of the National Emergency Number Association (NENA) and a Hall of Fame Award recipient. She was instrumental during her time on the NENA Board of Directors in establishing the Collaborative Coalition for International Public Safety. She sits on the Board of Advisors for the PTSD9-1-1 documentary effort and served as a Public Safety Advisor to RapidSOS. For the past several years she has been speaking at state, regional, national and international events to advance 9-1-1 and emergency number services worldwide. She is now working with AWS as a 9-1-1 Business Development Manager.

John has centered his career on supporting public safety agencies specifically in the fields of training, exercises, technology identification, and technology adoption. Joining AWS in October of 2020 as the 9-1-1 and emergency communications sub vertical lead, John now focuses his efforts on innovation within the 9-1-1 community and between emergency communications personnel and technology companies.
