DALLAS — A former Dallas Fire and Rescue paramedic who has been seen on video kicking a homeless man in 2019 has his paramedic certification back because of a technicality, Fox 4 reported Friday.
Brad Cox had his EMS license suspended in November, but the Texas Department of Health and Human Services lifted the emergency suspension after a paperwork change. The department said in a statement that it lifted the suspension because Cox was not providing direct care at the time of the incident.
The department said it continues to investigate.
Kyle Vess, the man being kicked in the video, has sued Cox and the city. The city has claimed it is not liable and moved to have the case dismissed, the Dallas Observer reported.
