WALL, S.D. — A western South Dakota town known as a tourist stop on the edge of the Black Hills is considering a tax to save its ambulance service.

City officials in Wall want to create an ambulance district that would tax many property owners in Pennington County. Officials said it is becoming difficult to find volunteers for the emergency service.
