Pa. ambulance company owner indicted for alleged health-care fraud

Federal authorities said the two men devised and carried out a scheme to defraud Medicare out of at least a million dollars by rewriting and forging ambulance “trip sheets” on patients undergoing dialysis

HARRISBURG, Pa. — A Harrisburg-based ambulance company, its owner and a York man who worked for the company have all been indicted in federal court for alleged federal health-care fraud.

An arrest warrant was issued Wednesday for the arrest of David Paul, 42, of York, according to federal court records. He worked as an emergency medical technician and dispatcher supervisor at Advantage Medical Transport Inc., 733 Fire House Lane in Harrisburg, documents state.

Advantage is owned by Serge Sivchuk, 26, of Harrisburg, according to the U.S. Attorney’s Office.

Federal authorities said the two men devised and carried out a scheme to defraud Medicare out of at least a million dollars by rewriting and forging ambulance “trip sheets” on patients undergoing dialysis.

The indictment alleges Advantage transported dialysis patients who were ambulatory and didn’t require ambulance transport. Medicare only pays for transport of dialysis patients who are not ambulatory, authorities said.

Sivchuk and Paul forged or rewrote trip sheets to make it appear ambulatory patients were not ambulatory, authorities said.

Paul is charged with conspiracy and 14 counts of false statements in health-care matters. Advantage and Sivchuk are charged with conspiracy and 14 counts each of health-care fraud and false statements in health-care matters.
