SARATOGA SPRINGS, N.Y. — A workshop Thursday could determine the ambulance provider for the city’s nearly 30,000 residents now that its longtime provider — the nonprofit Saratoga Emergency Medical Services — is folding.

SEMS has served Saratoga Springs for decades, but surprised city officials in November, when it indicated because of financial problems it would transfer its operating certificate to the for-profit Empire Ambulance of Cohoes.
