Investigators: Pa. ambulance firm drove patients who didn’t need transport

The owners falsified documents and billed Medicare for over $2.5M

BUCKS COUNTY, Pa. – The owners of a Pa. ambulance service were indicted Wednesday in connection with a Medicare fraud scheme.

Brothers Segey and Aleksandr Zagorodny, owners of MedEx Ambulance, were accused of falsifying documents and billing Medicare for transport that was unnecessary, totaling up to over $2.5M, according to the Philadelphia Business Journal.

Patients transported by the service were in good condition to walk or be otherwise safely brought to a medical center, but falsified reports made it appear that the patients needed to be transported by ambulance, the indictment alleged. By Medicare standards, they were not eligible for ambulance transport.

Sergey was arrested this morning, and his brother is expected to surrender to police. Four ambulances owned by MedEx and purchased for more than $200,000 were seized and are subject to criminal forfeiture proceedings, the Business Journal said.

The former director of clinical affairs for MedEx was also charged.
