Advocates for Emergency Medical Services is a coalition of major EMS organizations that was founded to promote, educate, and increase awareness among decision-makers in Washington on issues affecting EMS providers. AEMS supports all providers of EMS, whether they are fire, hospital, volunteer, third service, or nongovernmental-based by monitoring and influencing legislation and regulatory activity involving EMS and raising awareness among lawmakers on issues of importance to EMS.

Bruce Bjorge’s fire service career includes more than 38 years of experience in command and training positions with career, combination, volunteer and military fire agencies. Bjorge currently serves as a battalion chief with the Western Taney County Fire District in Branson, Missouri, and as the director for fire policy sales at Lexipol. He has served as a company officer and assistant chief of training, and was previously the Aircraft Rescue Fire Fighting (ARFF) specialist for the University of Missouri Fire & Rescue Training Institute, where he managed the Mobile ARFF and other live-fire training programs. Bjorge holds Training Officer certification from the International Society of Fire Service Instructors and is a graduate of the National Fire Academy’s Training Program Management course. He has been an active instructor and evaluator for the past 28 years and is a regular presenter at state, regional and national conferences and training events.

With 40 years in emergency services, Chief Bashoor previously served as public safety director in Highlands County, Florida; as chief of the Prince George’s County (Maryland) Fire/EMS Department; and as emergency manager in Mineral County, West Virginia. Chief Bashoor assisted the NFPA with fire service missions in Brazil and China, and has presented at many industry conferences and trade shows. He has contributed to several industry publications. Dan Limmer is a paramedic, educator and police officer who has been involved in public safety for more than 35 years. He has authored more than a dozen EMS textbooks including the Emergency Care textbook and is a frequent international conference speaker. He is the Chief Knowledge Officer at Limmer Education, a company he co-founded to publish high quality study and test prep programs. Limmer is a member of the EMS1 Editorial Advisory Board.

David Blake, Ph.D., is a retired California peace officer and a court-certified expert on human factors psychology and the use of force. He has significant experience teaching use of force and human factors psychology to law enforcement officers in several states. David has undergraduate and graduate degrees in criminal justice and psychology. He has authored over 30 professional and peer-reviewed journal articles on the application of human factors psychology to first responders and their operational environments. David continues to conduct research on police deadly force and human factors psychology. He is the lead consultant at Blake Consulting and Training.
