  • Samantha Hilker is the founder of Hilker Project & Strategy Management, LLC, a lover of books and favors a facilitative leadership style. She believes the future of EMS resides in our ability to build relationships, work together and play nice in the proverbial sandbox. She is a licensed paramedic in the state of Wisconsin, and her passion for patient care is still a driver for her personally and professionally. She has held positions as a paramedic, supervisor, staff development manager and project manager. Hilker has successfully led and managed organizational change, process improvement and public engagement efforts. After finishing her master’s degree in organizational leadership, she started her own company with a goal of helping more EMS and healthcare organizations strengthen their leadership teams, effectively share their stories and better engage the communities they serve.

    Hilary Gates, MAEd, NRP, is the director of educational strategy for Prodigy EMS and is a consultant for 410 Medical, Inc. She is a volunteer paramedic in the Alexandria (VA) Fire Department and teaches in the School of Education at American University in Washington, D.C., and in the Emergency Medicine program at University of Pittsburgh. Beginning her career as a volunteer EMT with the Bethesda-Chevy Chase Rescue Squad in Montgomery County, Md., Gates became a full-time paramedic, EMT instructor and FTO at AFD, and then served as senior editorial and program director for EMS World. Gates implemented AFD’s MIH/CP program in 2017 and has extensive experience as an EMS educator, symposium presenter, and quality improvement trainer.

    Rob Lawrence has been a leader in civilian and military EMS for over a quarter of a century. Currently, he works on both coasts in part-time roles as director of strategic implementation of PRO EMS Cambridge, Massachusetts, and as executive director of the California Ambulance Association. Rob is also the principal of Robert Lawrence Consulting. He previously served as the chief operating officer of Paramedics Plus in Alameda County, California, and COO of the Richmond Ambulance Authority (Virginia), which won both state and national EMS Agency of the Year awards during his 10-year tenure. Rob also writes and podcasts at EMS1, is a member of the EMS1 Editorial Advisory Board, and co-hosts the popular FirstWatch “Conversations that Matters” web series. Rob is a former board member of the American Ambulance Association and currently serves as chair of its Communications Committee and as a member of the media rapid response task force, providing media response to national industry-related news inquiries.

  • Nathan Harig is assistant chief of administration at Cumberland Goodwill Emergency Medical Services in Carlisle, Pennsylvania. A member of the 2019 Citizen CPR Foundation’s 40 Under 40 class, Nathan has focused on ways to improve resuscitation outcomes through community engagement, prehospital quality improvement and innovative training opportunities for staff. Nathan completed his BA in Political Science at Saint Vincent College in Latrobe, Pa.; his MA in TransAtlantic Studies at Jagiellonian University in Krakow, Poland; and regularly serves as a subject matter expert for health and safety topics for a variety of different news organizations. He has programmed apps to help Pennsylvania protocol compliance and serves on boards to advance EMS at the state, regional and local levels.

  • Recognizing the paucity of adequate pediatric emergency care nationwide, the 1984 Congress authorized the federal Emergency Medical Services for Children (EMSC) Program. Housed under the U.S. Department of Health and Human Services (HHS) within the Health Resources and Services Administration (HRSA) and Maternal and Child Health Bureau (MCHB), the EMSC Program has strived for over 30 years to reduce pediatric mortality and morbidity across the nation.

    The EMSC EIIC Pre-Hospital Care domain focuses on pediatric care from education and prevention to incident recognition, treatment at an emergency scene and transport to an emergency department. The major emphasis of this domain is the establishment and support of Prehospital Pediatric Emergency Care Coordinators (PECC).

    We use improvement science as the basis for our collaborative efforts to improve outcomes for children in emergency situations. Our collaboratives are networks designed for shared learning, driven by an evidence base and known gaps to facilitate rapid translation of research into clinical practice. We support these collaboratives through varied learning systems, coaching, project management, information technology infrastructure, data management, and analytics.
