The Opportunity

Gilpin Ambulance Authority (located in Gilpin County CO) is seeking candidates with demonstrated management and leadership skills, excellent communication skills, high integrity, and a commitment to fostering and maintaining respectful and trusting relationships to assume the position of Chief/Manager. In particular, candidates must be skilled in the direct delivery of emergency medical and trauma service, possess experience in both supervision and management, have the knowledge and desire to build a professional, accountable, and responsive ambulance service with personnel who are committed to serving the citizens of and visitors to Gilpin County.

The Community

Gilpin County, CO founded in 1861, has a population of approximately 6,000, and is a diverse community in Colorado’s high country. Gilpin County includes the incorporated cities of Black Hawk and Central City, and neighbors the Continental Divide less than an hour west of Denver.

Residents enjoy a quality of life enhanced by the vast recreational opportunities offered by Golden Gate State Park, and the Arapaho and Roosevelt National Forests. In addition to the historical significance of the area, Black Hawk and Central City offer limited-stakes gaming, dining, and a variety of hotel accommodations for visitors to enjoy.

Often the population can exceed 30,000 visitors to what is the second smallest County in Colorado.

Gilpin County offers all four seasons of some of the most amazing, and photographed views in Colorado. Snowcapped peaks, wildflowers, fall colors, and wildlife provide a landscape that makes the area a beautiful and incredible place to live, work and visit.

*The Position *

The Chief/Manager is the Authority's Chief Executive Officer, and as such, is responsible for all aspects of the day-to-day management and administration of the Authority.

The Chief/Manager performs technical and administrative work required to evaluate, develop, and implement a high quality, cost-effective and efficient emergency medical and trauma services entity in accordance with the provisions of the Establishing Contract.

This includes, but is not limited to:

· Training, licensing and certification as required by law for Authority employees,

· Maintaining complete and accurate records of all Authority medical supplies and equipment,

· Maintaining complete and accurate records of all Authority activities,

· Maintaining, and repairing all ambulances and Authority equipment, and

· Providing necessary information to the Board of Directors to allow them to make informed legislative decisions.

The Chief/Manager is responsible for the:

· Oversight of an organization of 22 full time employees, some directly, and some through subordinate supervisors; and

· Development and maintenance of a $2.5 million budget.

The Mission

To provide professional, efficient, and timely pre-hospital emergency medical care for the citizens of and visitors to Gilpin County, while maintaining a safe working environment for emergency responders.

The Organization

Today the Gilpin Ambulance Authority (GAA) is the sole EMS and healthcare provider in Gilpin County. GAA is a unique agency with calls ranging from visitors and patrons to casinos, county residents and back country response to federal, state, and local recreation areas in the county.

GAA’s response district includes the 150 square miles of Gilpin County and 25 square miles of Southern Boulder County, with mutual aid agreements provided to all neighboring counties.

GAA not only provides emergency medical care but also administers health programs for the elderly and others in need in the community.

The Ideal Candidate

Competencies, Experience & Personal Characteristics

· Supervisory and management experience with demonstrated skills in policy development, personnel management, budgeting, training, and executive political interaction and cooperative engagement.

· Excellence in internal and external communication with the ability to listen, instill understanding, and build trust.

· Ability to operate the Authority in an efficient, effective, and economical manner, consistent with the rules, policies and procedures established by the Board, and federal and state law.

· Is responsible for all aspects of evaluating, developing, maintaining, and continually improving high-quality, cost-effective, and efficient delivery of emergency medical and trauma services, including, but not limited to, emergency rescue, ambulance and emergency medical services consisting of the operation of at least three (3) Advanced Life Support ambulances on a 24/7 basis as provided by the Authority.

· Demonstrated success at building strong relationships of trust and accountability with employees, public safety partners, stakeholders, and the Board.

· Works collaboratively with the Board and all public safety partners to provide the highest quality service and emergency response to all residents and visitors to Gilpin County.

· Possess and exhibits excellent organizational and management skills.

· Is responsible for developing a proposed budget for timely submission to the Board each year and ensuring that Authority revenues and expenditures are within the amounts established by the budgets approved by the Board.

· Operates within the approved budget and as the Chief/Manager, is responsible for the purchase, sale, upgrade, usage, maintenance and security of Authority equipment, facilities, and other property.

· Is responsible for maintaining a system of billing and collection for services provided by the Authority.

· Exhibits excellent judgement and professional decision-making during interactions within the community, treating everyone with respect, fairness, and impartiality.

The Chief/Manager will be responsible for performing in accordance with all required duties and responsibilities of the position, the Board directives as issued from time to time, and within the laws of the State of Colorado.

Salary Range: $90,000—$143,000- DOQ

· Bachelor’s degree or equivalent managerial experience in the EMS field

· 5 years supervisory and management experience

· Valid Colorado driver’s license at the time of application, and it must remain valid for the duration of employment

· Must possesses a valid Colorado paramedic’s certification and be current on all certifications (e.g., ACLS, CPR)


· Well qualified candidates should possess a willingness to pursue continuing education and training as necessary, to perform the duties of the position in addition to the basic knowledge of public administration, personnel management, governmental finance, budget analysis, development and implementation of EMS programs and emergency medical systems.
