Former NC EMS director reaches plea deal on embezzlement charges

DAVIDSON COUNTY, N.C. — Former Davidson County Emergency Services Director Doug Lowe reached a plea agreement Monday in Davidson County Superior Court on charges of embezzlement.

Garry Frank, the Davidson County District Attorney, said Lowe accepted an Alford plea on 21 counts of felony embezzlement and 18 felony counts of forgery on Monday.

Lowe resigned in October after he was indicted on charges that he stole $15,000 from the Thomasville Rescue Squad. Lowe was the squad’s treasurer and secretary.

An Alford plea means the defendant does not admit guilt but the prosecution could likely prove the charges against him.

Lowe was ordered to pay back more than $25,000 and received 12 years of supervised probation. He will also be required to do community service work.

The charges came after a four-month investigation by the district attorney’s office and the State Bureau of Investigation.

Lowe worked with the Davidson County Emergency Services for about 30 years.
