2 arrested in China after baby crushed by car

BEIJING — Chinese police have arrested a driver and a local government official after a baby was fatally run over as officials demanded his parents pay a fine for having too many children.

The baby was the couple's third. China limits most urban couples to one child.

The local communist party propaganda department said in a statement Thursday that police had arrested the pair on suspicion of causing death by negligence. It said a party of 12 officials was arguing with the parents Monday in Rui'an city in eastern Zhejiang province.

It said the father was holding his 13-month-old son when the official stopped him from getting into a car and shouted to the driver to drive off. The father dropped the baby, and a wheel ran over him.
