New Jersey's EMS system, a lifeline for hundreds of thousands of people each year, is in a "state of near crisis" and requires an urgent, fundamental overhaul that should include the creation of a new state division and the transfer of EMS responsibilities to cities and towns, a long-awaited report says ...     ''The number of runs and number of 24-hour shifts is not the problem. There needs to be some guidelines in place that require at least 8 hours of no calls where the crew can sleep in for every 24-hour shift. In a busy service, this would mean pulling a crew out of service. In slower services, a person could do as many 24-hour shifts as they wanted in a row w/o a problem.''
