Calif. court restricts funding options for struggling EMS systems
A city needs two-thirds voter approval before charging phone customers a monthly fee for access to the 911 emergency call system, a Calif. appeals court said Tuesday in a ruling that constricts the revenue options of cash-strapped local governments.

The decision applies only to the $3.22-a-month charge approved for Union City in 2003, but another 20 to 25 cities in Calif., including San Francisco, rely on similar fees ... Full Story

A procedure requiring a medic to wait for "backup" from other medics sounds too ridiculous to be true. I have a hard time believing this news report is fully accurate. If this medic was waiting for law enforcement, this situation is far more reasonable, although unfortunate. If the cops were there and I was looking at a 13-minute wait, I would have provided care and taken my lumps with pride.

"We use clinical simulation throughout the curriculum. I think it's how you 'define' the word simulation. Years 1 and 2, use BLS manikins and use the students as patients. In Year 3 we introduce SimMan/SimBaby and use this as an assessment point — resuscitation, medical and trauma scenarios throughout the year (they gotta pass...).

Advantages — standardization of time frames for scenario progression, and makes assessments reliable. Disadvantages — cost and time resources involved."
