Recently, I was forwarded an email from one of the various EMS lists, where the writer was lamenting the premature demise of the MAST based upon a "single, flawed Houston study." Doubts over emergency communications network after airwaves auction
Bidding closed Tuesday on a record-setting government airwaves auction with the total amount pledged reaching nearly $19.6 billion. But enthusiasm in the result was tempered by doubts concerning the future of a proposed emergency communications network.

I am interested in hearing others' take on this, especially from folks in Wisconsin. If the AG's assertion is true, that WI law requires certain ambulance records to be disclosed, then it would appear his opinion is correct; HIPAA allows disclosures where other laws require them.
