''Let's not add another bureaucratic layer. National certification would be good but politically improbable. As an alternative, I suggest reciprocal recognition and insurance for those who follow the rules. Participants would be required to 'call ahead' to see if they can be used and accommodated. They would then report to an incident commander for assignment.''
