Sin City ambulance wars spinning out of control

This isn't a story of who is "better" at providing EMS, the public or private provider. So far, I haven't seen any data that would support an argument for either. This is an EMS system that is spinning out of control. From what's been reported in the local media, it appears that not all of the system stakeholders have been involved in a concerted effort to look at how the system is, or is not, working to the benefit of the community. What are the root issues?

Researchers in Minnesota tested a novel device that improves the efficiency of the recoil phase of CPR. It is called the intrathoracic pressure regulation device and it fits into the ventilation circuit. Does it work?
