Dr. Michael Dailey
Medical Director for the Regional Medical Organization (REMO), Albany, New York


Dr. Michael Dailey is the medical director for the Regional Emergency Medical Organization (REMO) in Albany, New York where he leads the Medical Advisory Committee responsible for this region’s progressive EMS protocols. He began his career in volunteer EMS and fire, working in rural and suburban public safety, and was employed by New York City EMS prior to attending Albert Einstein Medical College. Dr. Dailey conducts research on pain management and patient safety, has published on the effects of the prehospital work environment on caregivers in the field. He is active in both the American College of Emergency Physicians and the National Association of EMS Physicians. Dr. Dailey is also medical director for multiple EMS agencies as well as the Director of Prehospital Care and Education at the Albany Medical College. He is on the editorial advisory board of EMS Magazine, a member of the New York State Medical Advisory Committee and the State Trauma Advisory Committee.



Dr. John Freese
FDNY Medical Director for Training, New York, New York


Dr. John Freese has been with the Fire Department of New York (FDNY) EMS Command since 2003. After serving as the borough medical director for Manhattan for the past several years, he was designated the FDNY Medical Director for Training providing medical oversight for all paramedic, EMT, and Certified First Responder training within the Department. He also serves as the Director of Prehospital Research, Medical Director for the FDNY On-Line Medical Control Facility, and as a physician with FEMA’s New York-Task Force 1 USAR team. He began his EMS career as an EMT and then paramedic while attending college at DePauw University, in Greencastle, IN where he still serves as medical director for the EMS education program. Dr. Freese also worked as a paramedic throughout medical school and residency and served as a flight physician during his residency training. In addition to his responsibilities within the FDNY, he maintains a full-time clinical practice in the Department of Emergency Medicine at St. Vincent’s Hospital, a Level I trauma center in lower Manhattan.

Dr. Jeffrey Ho
Associate Medical Director for Prehospital Care, Hennepin County Medical Center


Dr. Jeffrey Ho is a board-certified emergency medicine physician and Fellow of the American College of Emergency Physicians. He practices clinically at Hennepin County Medical Center in Minneapolis, Minnesota, an urban Level 1 trauma center. After completing a residency in emergency medicine in 1995, and a Fellowship in pre-hospital emergency care in 1996, he was awarded a Bush Foundation Medical Fellowship in Law Enforcement in 2003 which allowed him to complete peace officer standards training. He is a licensed deputy sheriff in the state of Minnesota and currently serves with Meeker County Sheriff's Office. Dr. Ho has served as a medical director/operator of an urban SWAT team, and is currently a medical director for several Minnesota EMS agencies and has over nine years of reserve military experience. He regularly consults with law enforcement agencies and government on issues of in-custody death and conducted electrical weapons. He is an Associate Professor of Emergency Medicine at the University of Minnesota Medical School and an independent, expert medical consultant to TASER International where he leads a cadre of researchers studying human physiologic effects of non-lethal weaponry.

Dr. Jim Upchurch
Montana representative to the Council of State EMS Medical Directors of the National Association of State EMS Office


Dr. Jim Upchurch practices in Montana and is board certified in Family Practice with added qualification in Geriatrics. He has a master’s degree in education and human development and is licensed as a paramedic. Dr. Upchurch is a ‘Legacy’ member of the American College of Emergency Physicians. Since 1985 his practice has focused on emergency medicine and EMS while providing the full spectrum of care required in a rural/frontier environment. He provides medical direction for BLS and ALS EMS systems, including critical care interfacility transport; and for the Incident Medical Specialist Program, USDA Forest Service, Northern Region. Dr. Upchurch has served as American Heart Association ACLS Regional and National faculty for Montana and currently represents Montana on the Council of State EMS Medical Directors of the National Association of State EMS Officials.
