Job Description

The Executive Director is responsible to the Board of Trustees for the management and operation of the community ambulance authority. As a community ambulance service, the Executive Director is required to make periodic reports to the governing bodies of the municipalities served. The Executive Director is expected to remain current on the issues and trends in health care in general, emergency medicine in particular, and to keep the Board and staff abreast of those issues and to position the authority accordingly. Provide daily management and overall supervision of all aspects of operation of the ambulance authority.

Oversee clinical functions:

  • develop, implement and maintain policies and procedures to ensure compliance with state and federal requirements.
  • develop, implement and maintain policies and protocols to ensure quality medical care.
  • provide or arrange for in-service trainings to ensure compliance with state and federal regulations and to ensure compliance with licensure requirements.


Oversee operational functions:
    ,
  • arrange for or oversee arrangement of maintenance of vehicle fleet.
  • arrange for or oversee arrangement of maintenance of computer network.
  • arrange for or oversee arrangement of maintenance of building.
  • arrange for or oversee arrangement of maintenance of medical equipment.
  • arrange for or oversee arrangement of maintenance of communications equipment.


Oversee business functions:
  • supervise billing and collection personnel.
  • develop, implement and monitor billing and collection policies and procedures.
  • oversee performance of collection agencies.
  • within established policy, authorize adjustment and write-off of accounts.
  • maintain company software programs.
  • monitor file server back-up status to ensure protection of vital data.

Additional Information

Oversee financial functions:

  • develop, implement and monitor fiscal policies and procedures.
  • annually prepare budget for operations and capital replacement with inclusion of five (5) year financial outlook report/plan.
  • work in conjunction with Board of Trustees and independent auditor in review of financial performance.
  • within established policy, authorize purchase of goods and services.
  • manage cash flow.
  • prepare or oversee accounts payable.
  • prepare or oversee payroll including ensuring all appropriate State and Federal reporting forms are filed.
  • act as administrator for company retirement plans.
  • prepare or oversee preparation of monthly financial reports to the Board of Trustees.


Accountability:
  • prepare monthly reports on operations to Board of Trustees.
  • meet monthly with financial committee.
  • meet monthly with Board of Trustees.
  • meet periodically with the elected heads of each of the governing municipalities.
  • prepare materials for and provide support for the annual audit by an independent certified public account.


Provide direction to the ambulance authority, its governing board and its governing municipalities through long and short term planning:
  • remain current on the trends in health care delivery and reimbursement.
  • provide or arrange for training of board(s) and staff regarding trends and their impact on the authority.
  • develop, implement and monitor new programs or services as indicated by industry trends and as authorized by Board of Trustees.
  • monitor program and service performance and recommend changes in delivery or discontinuation of services based upon performance and/or industry trends.
  • Represent the ambulance authority to the public at large, within the health care community and to the governing entities.
  • attend public relations functions.
  • respond to requests for speaking engagements with community service organizations, radio, etc.
  • write and submit articles to local newspapers, industry publications, etc. as appropriate.
  • participate in community boards and committees (911 Board, Critical Incident Stress Debriefing Board, LEPC, etc.).
  • represent authority on local Medical Control Boards
  • periodically address the governing boards of the municipalities.


Perform yearly evaluations of Operations Manager and perform or oversee evaluations of supervisors and employees.

Perform all duties of Shift Captain, Critical Care Paramedic and/or Paramedic or at the level of licensure the Executive Director holds at the time, to include:
  • responding to emergency calls in ECHO vehicle and providing or assisting in care of the sick and injured.
  • working on ALS crew, when needed, to cover for medical personnel in times of situational emergencies or to staff an ALS ambulance when more units are needed to respond to emergency or non-emergency calls or for stand by events.
  • respond to large scale emergencies (mass casualty events, multi-alarm fires, severe weather, etc.) to assume the role of EMS Section Leader or assist Shift Captain with EMS oversight of these large scale emergency scenes.


Be able to lift, carry, move and utilize heavy medical equipment while responding to emergency calls and while providing emergency care to the sick and injured.

Be able to lift, carry and move or assist in the lifting, carrying and moving of patients who are sick or injured, to include moving patients up and down stairs; around tight corners; from beds, chairs, floors, bathrooms, and other tight spaces; up, down and over rough or hilly terrain; assist fire personnel in extricating patients from vehicles; and any other required in effectively caring for patients.

Other duties as assigned by the Board of Trustees.

Job Requirements

  • Education : Bachelor's Degree in Health Administration, Business, Finance or Organizational Management Preferred.
  • Experience : 5 years' experience in EMS Management or Health Care Services, with with 5 years' experience required in a medical/clinical setting.
  • Additional Requirement :

    Bachelors Degree in Health Administration, Business, or related field, or equivalence of college credits with willingness to obtain or complete Bachelors Degree within time frame agreed upon by SMCAS Board of Trustees. Bachelor’s Degree in Finance or Organizational Management preferred, with 5 years’ experience required in a medical/clinical setting.

    5 years’ experience in Emergency Medical Services Management or Health Care Services Management.

    Experience in accounts receivable, accounts payable, payroll and basic bookkeeping.

    Experience with computers including Windows application.

    Excellent personal communication skills.

    State of Michigan licensed Paramedic or experience in emergency medicine with a willingness to obtain Paramedic license within time frame agreed upon by SMCAS Board of Trustees.

    Certified in CPR, ACLS, PALS and possess trauma card (PHTLS, ITLS or equivalent or obtain within six months of hire).

    NIMS 100, 200, 700 & 800 certified at time of hire and obtain NIMS 300 & 400 within six months of hire, if not already certified.

    Ability to lift, carry, move and utilize heavy medical equipment (i.e., ambulance cot/ stretcher, stair chair, cardiac monitor, drug/IV bags, etc.) while responding to emergency calls and while providing emergency care to the sick and injured.

    Ability to lift, carry and move or assist in the lifting, carrying and moving of patients who are sick or injured, to include moving patients up and down stairs; around tight corners; from beds, chairs, floors, bathrooms, and other tight spaces; up, down and over rough or hilly terrain; assist fire personnel in extricating patients from vehicles; and any other required in effectively caring for patients.
