Job Description

NATURE OF WORK:

This is an administrative and supervisory work directing, planning, organizing, coordinating, and supervising pre-hospital E.M.S. patient care activities in Bay County.

NOTE: The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to the position. This position description is subject to change as the needs of the County and requirements of the job change.

ILLUSTRATIVE TASKS:

Provide clinical leadership to the EMS program, serve as its sole Medical Director, and discharge all duties identified in federal law, Florida Statutes, Florida Administrative Code and the County EMS Ordinance.
Supervise and assume direct responsibility for the medical performance of EMS personnel and ensure that EMS personnel are trained to perform all necessary medical procedures.
Develop all standing orders, medical protocols, rules, regulations and standards necessary to ensure reliable service delivery and appropriate patient care.
Perform direct field observation of EMS personnel patient care by riding on EMS vehicles, visiting and interacting with EMS personnel, hospital emergency department staff and other public safety personnel on a regular basis.
Establish a patient care quality assurance committee to assess the medical performance of all EMS personnel.
Create written operating procedures regarding the storage, handling and control of controlled substances, medications and medical equipment and assure compliance with all applicable laws.
Conduct on-going and comprehensive reviews of all EMS medical equipment, medications, and medical supplies to ensure reliable service delivery and excellence in patient care.
Ensure the quality of continuing medical education for EMS personnel by: reviewing and approving curriculum and courses, recruiting subject matter experts, and assisting in the development of procedures to evaluate the clinical impact and effectiveness of the education.
Provide assistance in developing and delivering public information and education programs.
Apply quality management principles in an effort to continuously improve medical care by establishing procedures for routine auditing of program performance and adherence to medical protocols.
Investigate complaints regarding medical care and reports incidents and findings as required by section 401.265 Florida Statute, when appropriate.

KNOWLEDGE, ABILITIES AND SKILLS:

Knowledge of a variety of pre-hospital emergency care management functions.
Knowledge of purposes, goals, and responsibilities of advance life support programs, pre-hospital care systems and emergency healthcare practices, procedures, laws and regulations relating to emergency medical services.
Knowledge of principles and practices of public administration as applied to the management and medical oversight of emergency medical services.
Knowledge of fiscal EMS issues such as Medicare, Medicaid, commercial insurance and indigent care.
Knowledge of County policies, regulations, guidelines, and other County functions including emergency communications and emergency management.
Knowledge of functions, operation, and training methods of equipment used in pre-hospital emergency medical care and ambulance services.
Knowledge of the technical requirements and standards of pre-hospital services.
Ability to supervise.
Ability to plan and perform administrative duties.
Ability to plan and prepare for handling disasters.
Ability to prepare and maintain budgets.
Ability to organize, plan, assign and supervise the work of others.
Ability to promote good public relations in a manner that inspires trust, while working with citizens, doctors and hospital staff.
Ability to establish and maintain effective working relationships with others.
Ability to maintain a Florida medical license.
Ability to communicate effectively, orally and in writing.
Ability to develop, interprets, and applies rules, regulations, and laws.
Ability to work effectively under pressure and to demonstrate leadership in all operations.
Ability to allocate resources.
Working Conditions:
Work is primarily performed indoors but on scene work is also expected. Requires some exposure to environmental changes such as: poor lighting, high levels of noise, moving mechanical parts, infection potential and contamination from injured people, hostile/violent individuals, toxic or caustic chemicals, vapors, fumes, chemicals and/or dust. Risk/Safety Conditions:

Essential Physical Activities:
Stooping, sitting, crouching, walking, pulling, lifting, grasping, hearing, seeing up close, seeing far away, kneeling, reaching, pulling, talking, standing, finger movement, repetitive movements, depth perception. Ability to lift/push in excess of 100 pounds.

Job Requirements

  • Additional Requirement :
    MINIMUM QUALIFICATIONS:

    Must be a Florida licensed D. O. or M.D. and have related work experience, five years of which must have been in an emergency department or in emergency medical services; or an equivalent combination.
    Must have board certification in a broad-based medical specialty with demonstrated experience in pre-hospital care and hold an Advance Cardiac Life Support certification or its equivalent.
    Must possess and maintain a valid Florida driver license.
    Must carry appropriate vehicle insurance if the use of privately owned vehicle is used in the conduct of County business and must provide the Risk Management division proof of insurance as required.
    Malpractice insurance to be determined by contract.
