Job Description |
The Virginia Department of Health (VDH) is seeking a highly qualified physician for the leadership of Emergency Preparedness and Response and Emergency Medical Services (EMS) Programs. This Deputy Commissioner is responsible for public health planning to prepare for naturally occurring disasters and terrorism threats in the Commonwealth. This includes leadership for Virginia's Emergency Medical Services program. This position is located in Richmond, Virginia and directs a comprehensive preparedness program that is nationally recognized among the states for dealing with major public health emergencies statewide.
Serves as a member of the VDH senior leadership team in strategic planning and resource allocation and deployment, including incident command. Represents VDH among diverse public and private partners in planning and preparedness activities. Develops partnerships within VDH and externally to promote continuity and efficiency of service delivery; Oversees program budget, resource allocation, priorities of programs and services, and evaluates overall quality and effectiveness of the agency's emergency preparedness and response and EMS readiness. Makes recommendations to the Commissioner regarding public health actions such as isolation, immunization, antimicrobial prophylaxis, and quarantine.

Requires knowledge of the principles and practices of public health and basic epidemiology of disease as well as the demonstrated ability to communicate effectively under routine and emergency conditions. Must demonstrate the skills to plan, monitor, and evaluate public health programs; organize and supervise staff and manage conflict; build consensus regarding complex, critical public health issues with diverse partners from multiple sectors such as law enforcement, local, state and federal government agencies, volunteer organizations, legislators, health care, faith and business communities. Must be able to identify and analyze data to determine risks, trends and strategies.
Requires Virginia medical license, with preference for MPH or MBA, board certification in a relevant specialty and/or previous experience and training in infectious diseases, toxicology, emergency response, public health, or preventive medicine. Must have previous experience building effective partnerships with diverse organizations and interests. Leadership in EMS and emergency planning, response to public health emergencies & epidemiologic threats is beneficial, as well as experience planning with partners in hospitals and health systems.
